Hard to tell without seeing the whole view. Boat from behind could be called for not avoiding contact. The boat that got holed could be called for not giving room to keep clear. It's obvious that they lost control of the boat and rounded up before being hit. I just don't know with the limited field of view and timeline. Bottom line is when contact is made, someone is at fault. Either someone is tossed on a protest, or someone withdraws ahead of time.

Red 066 was clear ahead when they went around the mark. 074 was next and kept clear. Bronco windward boat of Red needs to keep clear and did not, so they're toast. Overpowered design with skinny keels and rudders means hard to control in breeze. Red needed to put the bow down before the kite went up, lucky they didn't get speared a second time in traffic after getting spun out.

Red was the one tossed for not giving Bronco room to keep clear; didn't make much difference to their result as they had to retire with a hole in their hull.

Bronco would also have to show that she couldn't have avoided contact to be exonerated from breaking 14. I couldn't tell if there were boats to windward of her that would have prevented that.
