What I am noticing lately that cam cleats seem to be best located ~six in. below the opening in the mast.

Having two cam cleats on the mast for hoist/release is not terribly unusual. However, the spacing that close together is different than I'm familiar with. There are advantages to two beyond holding power but usually only you can get the distance of a short hoist/slight loop between the top and bottom.

they were on new J80 at Newport boat show.

Nowadays you can't tell if someone made a mistake, or is at the cutting edge of hardware use.
