Interesting SWFL PHRF seems to have added the note below to their rules ... I know we have discussed the OD pole length and most PHRF regions -3 ... I will explore this in further research this winter. We have that -3 in Narragansett Bay.
2.0 Original Configuration If a boat’s original configuration as delivered from the factory included a non-standard or oversize dimension, the initial Ratings of the boat are presumed to have included the non-standard or oversize dimension. The non-standard or oversize dimension does not carry a penalty and its removal does not automatically bring an adjustment.

I fought this with PHRF-LE for 3 years and finally won. The OD configuration used to carry 9 seconds of penalty 3 for the pole 3 for the kite 3 for the head sail
Today, we have only 6 sec of penalty. You may want to check to see what they do with the Hobie 33's, I beleive the Hobie's carry an oversized pole for class configuration.
