Based on the 10 May 2012 Board of Governors meeting, the following draft changes are being proposed for 2013 J/30 Class Rules changes to the 2009 J/30 Class Rules with the proposed effective date being 1 January 2013. These will require approval with a vote taken at the J/30 Board of Governors meeting scheduled 18 October 2012 prior to becoming effective. Each rule change will be voted on individually.

The complete set of proposed rules changes (except for advertising) may be reviewed in context with the complete set of class rules in the attached draft document. The document will be updated for final administrative review after the BOG vote for any rules changes that will become effective.

Summary of Proposed Rule Changes & Interpretations with Proposed Effective Date 1 January 2013
  • Allows up to two shackles as a replacement for optional removal of jib horns (5.4.1.11)
  • Allows removal of cowl vent fitting on foredeck (5.4.1.12)
  • Adds Rig-Rite jib box assembly part numbers supplied as standard equipment on original masts and authorizes replacement use with specified mounting locations (5.7.4.4)
  • Permits the use of hanks on headsails as an alternative to a jib luff groove system (5.8.1.2.1)
  • Removes limit on maximum number of races permitted for the North American Championship. The class has published a set of guidelines for hosting North American Championships which negate the need for the maximum number of races being specified (6.9.2)
  • Administrative change to correct the spelling of "leach" to "leech" (5.12.2.3, 5.12.2.5, 5.12.3.4, 5.12.5.2, 5.12.6.2)
  • Vote on advertising with two potential positions, Advertising Permitted or Advertising Restricted (similar to current rules)

Paragraph 5.4.1.11 rules - existing
5.4.1.11 Removal of the Jib Tack Horns and replacing them with a single shackle attached to existing hole of bow fitting.

Paragraph 5.4.1.11 rules - proposed
5.4.1.11 Removal of the Jib Tack Horns and replacing them with up to two shackles attached to existing hole of bow fitting.

Paragraph 5.7.4.4 rules - new rule proposed
5.7.4.4 Use of the Rig-Rite Stainless Steel Jib Box Assembly: K-10658 (supplied as original equipment on earlier masts) or Aluminum Jib Box Assembly: K-11597-1 (supplied as original equipment on later masts) is authorized. The intersection point of the forestay fair extension and the mast front face shall be the same height and forward extension from the mast face so that the position of the headstay measurement point is identical in accordance with rule 5.2.8.1 and the J/30 Mast Specification standard drawing provided in the class rules "J/30 Basic Specifications" section.

6.9.2 The North American Championship shall consist of a maximum of seven (7) races.

Note: Although not part of the class rules, a set of guidelines for organizing the North American Championship have been issued on the J/30 Forum and will be updated to state:

1. The regatta is sailed over three days - typically Friday, Saturday and Sunday. The organizing committee should include in race documents a schedule that lists the latest time a race may be started each day so that events planned after racing may be scheduled, and provide race organizers maximum flexibility to run races each day as allowed by the weather conditions. For specific J/30 Class Rule information, refer to http://j30.org and select "Class", "By-laws, Rules, Specifications" from the menu.

Advertising

A vote will be taken so the rules reflect either Case 1 (Advertising Allowed), or Case 2 (Advertising Restricted). Advertising restricted is basically the same as current J/30 class rules. This link is the ISAF Regulation 20 reference.

Case 1 - Advertising Allowed:
No changes required in class rules. Advertising becomes permissive on 1 January 2013 when the ISAF transitional period expires on 31 December 2012.

Case 2 - Advertising Restricted (similar to current rules):
The following paragraphs are added at the end of the Class Rules:

6.10 Advertising

6.10.1 Class rules prohibit the display of advertising, except as may be required by the Organizing Authority for class events in accordance with ISAF regulation 20.4.1.

6.10.2 Manufacturer's and Sailmaker's marks shall always be permitted in accordance with ISAF regulation 20.7

Based on feedback received, the proposed wording above to allow hanked on jibs is being modified to the following:

Paragraph 5.8.1.2.1 rules - new rule proposed
5.8.1.2.1 The jib luff groove system may be eliminated to permit the use of hanks on headsails.

In 5.8.1.2.1, permitting removal of the luff groove system and using hanks for the headsail, is it fair to say that currently there is a measurement ruling that allows this? At least one competitor in the upcoming NA championship has used this configuration in past events.

The board of governor's discussed the jib hanks at the 10 May 2012 meeting and as recorded in the minutes, "... Two members who previously measured in at NAs with hanks (Rotsky & Mather) will be grandfathered - proposed wording to be posted on website change. ..."

The wording proposed is the resulting action resulting from these minutes.

The rules changes were voted on at the 18 Oct 2012 BOG meeting. All proposed rules changes passed and the BOG voted not to allow advertising. Details of the vote and a draft of the rules changes will be posted in about a week for all to review.

The rules changes will take effect 1 Jan 2013.

The J/30 Class Rules scheduled to become effective 1 January 2013 have been updated on the Rules Page on the Class Website.

The 2013 rules will be considered draft for all to review. If any errors or omissions are found from the rules changes approved during the 18 Oct 2012 Board of Governors meeting, please post a reply here so corrections can be made. The 2013 rules will change from draft to final by 1 December 2012.
