The 2014 J/30 SNE Region Open Regatta will be hosted by Bristol YC 19/20 July

This page will be the official regatta website and will be updated as the organizing committee finalizes plans. This regatta is open to all J/30s, not just those from Southern New England.

We hope to make this event a continuing tradition to build on the success of the 2012 SNE Regional Regatta with a reasonable entry fee, great party, prizes and boats from multiple J/30 districts.

1. RULES

1.1 This regatta will be governed by the rules as defined in the Racing Rules of Sailing.

1.2 The organizing authority for this regatta is Bristol YC (BYC), 101 Poppasquash Road, Bristol, RI 02809.

1.3 J/30 Class Rules (CR) shall be complied with to the maximum extent practicable. Owners who are aware of a non-compliant one-design measurement condition shall notify the Southern New England Fleet Measurer prior to registration for determination if the non-compliant condition is acceptable for this regatta. Formal measurement will not be held for this event.

1.4 CR 6.7, Crew Weight Limit, Crew Weigh in will not be required for this event. However in the spirit of Class racing owners should try and stay with in class rules and sail with the same number of crew on each day.

1.5 Rule 63.7, Conflict between Rules, is replaced by, "If there is a conflict between any 'rule' and a 'rule' in the sailing instructions, the sailing instructions and any amendments shall take precedence."

1.6 Only the Organizing Authority, Class Measurer or the Race Committee may protest a boat for breaking a class rule regarding measurement. This changes rule 60.

2. ADVERTISING - Advertising will be restricted per ISAF Regulation 20.5.3 (a).

3. ELIGIBILITY & ENTRY

3.1 Open to J/30s conforming to the J/30 Class Rules. Competitors must meet all ownership, class membership, and measurement requirements; submit an official entry form and pay all event fees before becoming official competitors.

3.2 Entry may be made on line at http://j30.us/shop/en/3-regattas. The entry must be submitted with either credit card payment or check received not later than 1700 Monday, 14 July 2014. The entry fee is $100.00 and due on 1 June 2014. Registrations received after 1 June 2014 will require a $25.00 Late Fee.

3.3 Skippers of each boat will be required to complete an electronically signed liability waiver as part of regatta registration.

3.4 A limited number of loaner boats will be available and assigned in the order they are requested, until all loaner boats are assigned. In order to be assigned a loaner boat, a competitor must register and pay the regatta entry fee in full. Should a loaner boat not be assigned to the competitor requesting one, the regatta entry fee will be returned. Loaner boat insurance is provided by the J/30 Class at no additional expense to the competitors. A security deposit covering the $250.00 insurance deductible expense will be required and available at the Skipper's meeting. This deposit will be returned at the end of the regatta, provided there is no insurance claim.

4. REGATTA HEADQUARTERS - Regatta Headquarters will be the club house of the Bristol Yacht Club.

5. NOTICES TO COMPETITORS - Notices to competitors will be posted on the official Regatta Notice Board located on the 1st deck of the clubhouse in the main hallway, and the J/30 Class Forum, Southern New England District posting for this event on the J/30 Class website.

The number of races sailed each day will depend on weather conditions. No starting signal will be made after 1600 on Saturday and 1500 on Sunday

7. RACING AREA - The racing area will be in Narragansett Bay as designated by the Sailing Instructions. Courses will be windward/leeward. The Race Committee may use gates and offset marks.

8. SAILING INSTRUCTIONS - Sailing Instructions will be posted on line at J/30 Southern New England District Forum three days prior to the race and will be available in printed form at the Skippers meeting.

9. ARBITRATION - For protests involving the Rules Part 2, an arbitration meeting may be held prior to the protest hearing.

10. SCORING - The Low-Point Scoring System, Rules Appendix A2, will apply, except that each boat's series score will be the sum of her scores for all races, with her worst score discarded if five races have been completed.

11. HAUL OUT - Boats shall not be hauled out during the regatta except with prior permission of the event organizer.

12. BERTHING - Limited complimentary moorings will be available on a first come first served basis in the mooring field near BYC with complementary launch service. Reservations are required to obtain a complementary mooring at Bristol Yacht Club from Friday 18 July through Sunday 20 July by calling 401-253-2922 to make a reservation. Moorings are available outside these dates at Bristol Yacht Club prevailing rates. During peak periods before and after the races, Skippers are requested to have themselves and one other person ferried to their boats via the launch, then transfer the balance of the crew at the BYC dock. Due to the large number of boats, it is requested that the time at the dock be minimized as a courtesy to others.

13. PRIZES - First through third overall.

OTHER INFORMATION

Bristol Yacht Club guest privileges will be established upon check-in for the entire crew. All areas of the club will be available with guest member privileges extended to those registered. J/30 racers,

With the regatta only a week and a half away, it's time to address the off water Regatta activities. You have some work to do.

First, the Skipper's meeting will be on Friday night at 1830 at Bristol YC. The Yacht Club hosts a casual TGIF dinner for the membership every Friday and you are invited to attend. It starts at 1900 (conveniently right after the skippers meeting). If you think you'd like to join the dinner, let me know and I'll forward the menu when it is available, usually Tuesday or Wednesday before the dinner. The dinner costs about $20.00 per head. If you let me know for sure by that Thursday, I can register you and any guests. Payment is at the door.

Saturday Dinner - We are having a pulled pork and chicken BBQ. The cost to you will be $15.00 per head. Please get your head count for you, your crew, and your support folks to me no later than this Friday (11 July) so I can get the number to the caterer. Payment will be accepted by my wife Kathy at the skipper's meeting by cash or check made out to J/30 Class Association, at which point you will receive meal tickets.

Lunches - We have an arrangement with our local sandwich shop, Ricotti's, to provide box lunches for those who want them. They can make small Tuna, Italian, or Turkey grinders with apples and chips for $5.00 each and deliver them to the yacht club with your boat name on them by 9:00 each morning. YOU need to call them and place your order for your boat. Make sure you cover both race days as needed, Tell them you are racing in the regatta at Bristol YC, pay by cc on the phone when you order, and provide your boat name. Please have it all together first so you make only one call per boat. Orders must be placed no later than Thursday, 17 July. Their phone number is 401-253-1614.

Moorings - For those of you who requested moorings, the Yacht Club is expecting you. As you enter the harbor, contact the club on channel 68 and they will bring you to your mooring.

Important Yacht Club Rule to be highlighted - Bristol Yacht Club does not allow any alcoholic beverages on the grounds that does not originate from their bar. You can have drinks from your boat's cooler on the docks, but you cannot bring them off the docks. This is strictly enforced, and we are asking that you respect this restriction.

Please jump on these actions now so all goes smoothly and we can just focus on racing.

SAILING INSTRUCTIONS


J/30 Southern New England District is the Organizing Authority
Bristol Yacht Club is the Host



1. RULES
The regatta will be governed by the rules as defined in The Racing Rules of Sailing and by the required liability waiver.

2. NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board at the Bristol Yacht Club.

3. CHANGES TO THE SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted by 0900 on the day it takes effect, except that any change to the
schedule of races will be posted by 2000 the night before it takes effect.

4. SIGNALS MADE ASHORE
4.1. Signals made ashore will be flown from the main flagpole at the Bristol Yacht Club.
4.2. When AP is flown ashore, "1 minute" is replaced with "not less than 60 minutes." This changes Race Signals AP.

5. SCHEDULE OF RACES
5.1. The scheduled time of the warning signal for the first race each day is 1100.
5.2 After the first race of the day, to alert boats that a race will begin soon the race committee will make repetitive
sounds and an announcement by VHF.
5.2. Flag A displayed with no sound while boats are finishing means "No more racing today."
5.3. On the last day of the regatta no warning signal will be made after 1530.

6. CLASS FLAG
The class flag will be the J/30 Class flag.

7. RACING AREAS
Appendix 1 shows the location of the race rendezvous and approximate race location.

8. CHECK IN
Each boat shall check in by sailing by the race committee signal boat and hailing her sail number until acknowledged.

9. THE COURSES
9.1. The diagrams in Appendix 2 show the courses, including the approximate angles between legs, the order in
which marks are to be passed, and the side on which each mark is to be left.
9.2. No later than the warning signal, the race committee signal boat will display the course number, the
approximate compass bearing and the distance to the first mark.

10. MARKS
10.1. Original marks will be orange inflatables.
10.2. The offset mark will be a small inflatable.
10.3. The start/finish mark will be a yellow inflatable.
10.4. Change marks used in conjunction with rule 33 and instruction 12.1 will be yellow inflatables.

11. THE START
The starting line will be between a staff displaying an orange flag on the race committee signal boat and the course
side of the nearby mark, or a staff displaying an orange flag on the pin-­‐end boat.

12. CHANGE OF THE NEXT LEG OF THE COURSE
To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the old mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

13. THE FINISH
The finishing line will be between a staff displaying an orange flag on the race committee signal boat and the course side of the nearby mark.

14. PENALTIES AT THE TIME OF THE INCIDENT
The first two sentences of rule 44.1 are changed to: "A boat may take a One-­‐Turn Penalty when she may have broken a rule of Part 2 or rule 31 while racing. However, when she may have broken a rule of Part 2 while racing in the zone around a mark other than a starting mark, her penalty shall be a Two-­‐Turns Penalty."

15. PROTESTS and REQUESTS FOR REDRESS
15.1. Appendix T 2.1 and T 2.2 apply.
15.2. Appendix T 5 (arbitration) applies.
15.3. The time limit for filing protests is one hour after the race committee signal boat docks. The protest time limit will be posted on the notice board.
15.4. Protest and penalty acceptance forms will be available at the bar in the Bristol Yacht Club. Protests and requests for redress and/or penalty acceptance forms as required by rule T2 shall be filed there within the appropriate time limit.
15.5. On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2.

16. SCORING
16.1. One race is required to be completed to constitute a series.
16.2. When fewer than five races have been completed, a boat's series score will be the total of her race scores.
16.3. When five or more races have been completed, a boat's series score will be the total of her race score excluding her worst score.

17. SAFETY
17.1. A boat that retires from a race shall notify the race committee as soon as possible.
17.2. The RC VHF channel will be announced at the skippers' briefing and initially posted each day on the signal boat.
17.3. Competitors are reminded that Narragansett Bay contains restricted and deep-­‐draft navigation channels and that sailing vessels do not have right of way over vessels under power that may be restricted in their ability to maneuver. Participation in this regatta does not provide standing over vessels that have right-­‐of-­‐way.

18. DISCLAIMER OF LIABILITY and MEDIA RELEASE
18.1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority, committee and volunteers will not accept any liability for material damage, personal injury or death sustained in conjunction with or prior to, during, or after the regatta. A waiver of liability shall be signed by all competitors and shall be considered one of the documents governing the regatta.
18.2. Competitors and crew members on competing boats hereby grant to the J/30 Class Association and the Bristol Yacht Club in perpetuity, at no cost, the absolute right and permission to use their name, voice, image, likeness, biographical material and representations of their boats in any media world-­‐wide (television, print, and internet media), including video footage, for the sole purposes of advertising, promoting, reporting and disseminating information regarding this event and the competitors and crew members participating in it.
