There is a hole near the instrument panel with a bolt in it I assume the cable was originally routed to. Is this correct? It seems to make more sense that upending who ever might be sitting on the port side of the cockpit to shut off the engine!

The hole on the port side of your engine instrument panel is where the kill knob comes out. I can't imagine why someone would put that in the lazerette unless they bought a cable that was too short.
