Starboard hull wet

This is my first J boat (I've wanted one for a long time) that I've owned myself, bought a project boat. My hull on the starboard side is wet, the port side is dryer and the bottom of the hull is dry, is this normal for a J30? I ask because I just hauled my boat to do some work and there's J29 in the yard that has the same problem. mine was in the water and the J29 is on the hard.

Any advice on the best way to handle this would be great.

Thank you for your reply Bill, my plan today is to sand the bottom paint off and do a better inspection. I'm hoping that I won't see any blisters under the paint, after reading your Rhapsody blog I'm a little worried but optimistic. there is some blistering on the transom but only on the starboard side. Not sure if I will have the time today to get to those.
