Is it allowed to remove the "extra" stanchion and stanchion brace on the starboard side that creates the gate?

Yes, the gate is considered an option and you are permitted to remove it. Of course you still need to comply with rule 5.4.2.2 concerning the lifelines.

Judicious has never had a gate fitted.

FAT CITY has no gate. Never had gets in the way when racing
