Substitute Skipper Rule

There are a number of races that I will not be able to sail this spring due to conflicts with my daughters' lacrosse schedule. Am I correct that I can designate a substitute skipper for those races, someone who is a part of my crew on a regular basis, who can sail the boat in those events and that the fee for naming a substitute skipper is $25?

That's correct, the Chesapeake Fleet has a provision to allow you to designate up to two of your regular crew (but not sailing professionals) to act as a substitute skipper for when you are not able to be on board. They may helm the boat in up to seven J/30 one-design races per season. Use the membership form from the winter meeting and send it with a check to fleet captain Ron Anderson. It will be great to have your boat out racing even when you are on the sidelines or in the stands.
