What's your system look like? There were a ocuple of variations that seem to have been built. (In particular, do you have a single lever, with a pull for neutural, or do you have a shifter and a throttle lever?
What's loose? The control cables as they enter the control, or parts of the control itself? I'm not quite able to tell from your description. In most of the systems, there's a set of clips which capture the push/pull cables. If you can tell us whether that's what you're looking at, or another part being adrift, it would help.
