A few years back I dried and repaired the rudder on Quicksilver. When reinstalling the pintle straps the fisrt thing done was to remove about 1/2 inch of the balsa around each mounting hole and fill with thickened West epoxy. When redrilling the holes use a 1" diameter piece of tubing to make sure the pintles are aligned and the pins will go back home. The method used to drill the holes is to drill half way from each side with a 1/8' pilot drill. This helps to get a straight hole that lines up with both sides of the strap. Take it slow and drill carefully as it is easy to get misaligned holes drilling through the thick rudder. 3M 5200 sealant was used to assemble faying surfaces of the straps and a fillet of the 5200 was also put around them afterwards. Be sure to mask the area off well because the 5200 will get everywhere. Good luck!
