Bill - this is not a MA thing it is an EPA thing. That being said it all comes down to local enforcement.
What this also means is that powerboats will NOT get their bottoms cleaned and they will now use MORE gas because there bottoms are so fouled. Way to think this through EPA. Oh all commercial vessals are exempt - - nice.
