The others are already tight, the loose one comes directly out. I suppose I should pop the yanmar instrument panel out for a real look at what's behind there. A crumbling mess at the mooring is better than being rudderless halfway around the race course.

Why not get down inside with a wrench & simply tighten all the bolts on both plates ?
While you are at it, put a dab of goo in the bolt holes for good measure, to seal out the juices.
