J/30 Class Association Forums J/30 Forum The Boat, Sails and Equipment Mast Base Halyard Blocks

I am considering getting rid of the mast base halyard blocks and install a custom made stainless steel collar to attach new blocks to similar to the collar in the pictures below. The question is if this falls within the parameters of permitted alternatives as described under paragraph 5.9.1.2 of the Class Rules?
