Look on page 12 that shows the picture with the engine idle adjusting bolt. It has a slot head for a screwdriver and is locked by a small hex head nut to prevent it from turning. Loosen the nut, then start the engine. Adjust the idle to 900 +/- 50 RPM on the tach with the throttle lever in the idle position and the transmission in neutral. Tighten the hex lock nut to prevent the adjustment screw from turning.
With the engine shut off, have someone rotate the throttle handle and make sure the speed control lever on the engine moves smoothly over the full range. If this is moving, but the engine RPM is not increasing, you have other issues to check. You may have a loose throttle cable. Make sure it is properly anchored at both ends.
